Feeling underpowered

Hi All, great site - Just got a Blaster yesterday but it doesn't feel as nippy as a lot of other stock ones I have driven. It got a rebuild 4months ago so should be running ok. I am going to be doing an oil change, spark plug and K&N Filter. What else should I look at to clear it up a bit and get it running right as its very sluggish, no nice immediate power?
Also, when I give it a rev it doesn't seem to drop back down when I let off the throttle , the revs sort of stay very high for a bit any ideas what this could be?
It is a 05/06 model

i would get a carb rebuil kit to

to many variables.. start with the basics.. clean the carb, clean the air filter, chekc/ install new plug,.. do thoughs and see what happens

According to all the jetting info I've read, the hanging up issue sounds like a lean condition. Maybe very lean, or an air leak (which would cause a lean condition) as stated above. Probably wouldn't hurt to do a comp check and a leak down test if nothing obvious pops up.
