I was out riding my blaster the other day after i rejetted it ran awesome it was like so much better then before no bogging or anything. Come home wash it and it ran aight after that then i go to ride it again with my buddy and the top range was just garbage dogging so bad but the plug looks good like it should if i shift down i get my rpms back but then as soon as i shift back up its gone im really confused i cleaned my carb i adjusted it and still no change just runs like crap in the upper end and i changed the jet a few times and its the same

Do you think you may have gotten your electical connections wet when you washed it? How does your air filter look? Did you get water in your fuel? There are many things that can cause diveability issues. But the basics are:
Compression
Fuel
Air
Spark

well maybe but i let it sit since tuesday... then took it out thursday i thought everything woulda been dried out by now, and i drained my gas tank and refueled with new gas cuz i thought maybe i got water in the tank.... and the filter is dry and clean thats y im bummed.... it like somethings blocking the exhaust from coming out to cuz when i pin it nothing comes out like something fell in the way or sumthing and when i pulled the carb off made steam just rolled off my reeds from all the unburned gas thats getting built up but not able to clear out which would cause it to run choppy correct? cuz lower rpms its not bad.. its once i get into the higher gears and rpms where it falls and tries to cut out like its loaded up

Try rejetting a little lower.I tried running a 250 main jet and had the same problem.I switched to 240 and it seems to be fine.
