Differences in steering stems?

Is there any difference in the pre 03 and post 03 steering stems? Or handlebars? One of my blasters steering feels lower than the other but they are both post 03

only difference i know of is the 03+ are missing the cast mounts for the pre 03 headlights, length shound be identical

Length is the same, only difference i seen so far other than what is above is (Only due to making and extended one is the bottom of the stem on some have a hex shape and some have a smooth round shape). No size difference at all!

older style not sure what years had this but this was on my '89-(yes it was tack welded as i forgot to measure it before i wacked it of!

newer style this was on the '05-
