Woah! Where in the world did you find a Clinton Panther engine??!! That's a serious collector's item in this day and age!
The problem you're gonna have is that Clinton has been out of business since the early 1970's. Yeah.....
The Panther engines were extremely popular with gokarts and minibikes in the '50's and '60's. Ask your dad....if he's a gearhead like you, he likely had one or knew somebody who had one when he was a kid. Anyhow, anything besides starter rope and fuel line is long-gone from production for these engines. The Chilton "Small Engines" manual should have the diagrams for your governor and throttle linkages you're needing. You can find the book online. Its a green, softcover manual about the size of a school textbook, and it covers all of the early (and now defunct) engines from the '50's-on. Clinton, Power Bee (US Marine), McCulloch, Acme, Wisconsin, Ohlsson-Rice, and others. Plus all the common brands like Briggs and Stratton and Tecumseh. Its a good tool to have.
Now about getting the parts: Its gonna be a challenge. Clinton NOS parts are getting scarcer by the year. Fortunately, the Panther engines enjoyed a long production run, up until about 1968 or so if I remember right, so parts are still out there. They're just hard to find.
I would post your question on Smokstak.com and maybe ask a member of the Small Engine Collector's Club. (Google it). They can point you in the right direction, and somebody might even have what you need in a boneyard. Ebay would also be a good bet. Just look up "Clinton Panther" and see what pops up. You might get lucky!
