Carb or TORS

That is the question. I have gone through the carb twice now and had no luck. It will start after quite a few kicks, idles sort of and when you open the throttle it falls on its face with no load. I was thinking the carb was still messed up and I needed to just replace (some may have seen the thread) but after reading a bit on the TORS system I am wondering if this could actually be the cause.

This is an 03 Blaster so the TORS is integrated. I thought the TORS just killed the spark. Is this the case or can it control the throttle and keep it from opening properly? I would like to bypass this and have read the thread here but there seems to be some question about 03 and newer since the controller is not there. This is a great write up for 02 and earlier.
 
did you check your plug after it ran ? is it wet with gas ? and did you check the reeds,check all the posibilitys before making a repair.remove the tors by all means though,get the kit and do it rite,every time you have a problem ya gota wonder about that damm tors.get rid of it.also check your gas flow to the carb may not be sufeint
