cant get low end right !

It smokes and 4 strokes realy bad when i start it and cant get it out and run it hard like in my garge. When i take it out to ride it will clear up and idle but has a hesitation untill about 1/3 throtlr. It hesitates like its lean but all the crazy smoking leads me to believ that its rich on the low end. and also i have i have the smallest pilot in it a 15. But it runs better when the air screw is backed all the way out. anouther reason to beleave its lean. The choke dossnt make a differance if its on or off. :-/
 
the more you back out the air screw the leaner it gets btw

i'd say go up to like a 35 pilot and see what that does for you, but if you're smoking a lot of white smoke its probably a bad clutch side crank seal
 
It is white smoke but I have replaced the cluch side cank seal. And it doesnt seem to be useing any oil. Once i get it out and start riding it clears up and has powder form 1/3 to wot. just the low end hesitates. It seems to do better with the air screw all the way out. Thats why i keep thinking its too rich to begin with. but a 15 pilot does sound small. thats the stock pilot that comes with my mikuni 28mm flat slide. another prob is i tride to change the pilot jet but the head of the jet is striped out. any tricks to getting one of these out with a striped head?
