Can't get blaster to run

I have a 99 blaster and I can't get it to run I changed the spark plug and it has compression when I try to kick it over and sounds like it wants to but won't any help would be appreciated

Check your reeds and compression. Like actually check the compression with a tester a motor with 80psi is gonna "feel" like it has compression cause it does but no where near enough.

Does the carb leak fuel?

Mine did that. Turned out to be crank seals. A properly performed leak test should confirm if the same is wrong with yours.

Does the plug get wet, if so the crankcase may be flooded.

Start with the basics first. Check that you have spark. Check compression with a gauge. Make sure air filter and tube are not clogged. Pull gas line off of carb with fuel on and make sure its flowing. A carb cleaning is also recommended. If you have all of the above there is no reason it shouldn't start unless you have something fluky.
