what does a blown out bulb look like? the headlight on my blaster worked for like 10 seconds then shut off so right now im soaking the bulb socket in baking soda with water and its cleaning it, and the light bulb has like a grayish bubble spot on the side of it and the inside of the bulb has like a black heat streak on the glass, and the wires that hold the spring on the inside of the bulb are black, is it blown?

It sounds blown.

Do you have a ohm/volt reader ?

Also sometimes, you can take a 9volt battery and connect it to the bulb for a few seconds and it should light, dimmly, but should light up.

Most of the time, you can see into the bulb and see if it is blown.

Some auto stores, will check your bulb for free, if you are knowing how to check it with a ohm/ volt meter or dont have one.
