Least you had the sense to do a brake/clutch dump to stall it.

Most common leak areas are carb boot/reed cage, crank seals, cylinder base/head gasket.
A plugged main jet could do that, but not likely something that big would get through tank filter.

PVC cap for intake , expansion plug or solid rubber gasket for ex.
either drill hole in cap and thread in or use spark plug hole.

Do you know if the head and cylinder were re-torqued after coulple heat cycles after rebuild?
If not, odds are you have a leaky gasket.
 
/\ /\ Best option is to thread into capped inlet as if pressurised from the spark plug hole, the reeds may stop the passage of air through to the carby boot, a common area of leakage!

I'm hoping to be able to get all the stuff to build my own leak down tester but does anyone know what size PVC pipe goes into the intake and what is the best thing to plug the exhaust pipe with I'm also on a budget so thats why I'm building my own leakdown tester
 
that may be true but I also already have half the parts I just need the connectors the tubing and the PVC piece
