blaster hard to kick

Soooooooo I bought this blaster that kinda ran. It needed crank seals i put em in and now this thing is hard to kick. Ive taken it back apart and when turning the crank by the nut on the gear it turns smoothly but the kicker is hard to kick. I've verified (i think) with the repair manual that the kicker (and gear) are installed correctly. Any ideas?

Worn clutch basket bushing?

If you grab the outer basket of the clutch and try to "shake it" does it move freely?

im not sure ill go take it back down and check

no, but it seems harder than before i took it apart

oil in the tranny? is the gear in rite, is the return srping in rite?
