Blaster compression

Ok I'm new to the whole atv repair thing... However I'm pretty good with cars.... I got a blaster off someone at a steal.... I'm slowly working through things that I know it needs to get it running.... Such as cdi box, coil, stator. I have also checked the compression which is coming in pretty low at about 90psi... However if I put a capful of oil into the cylinder and on the first kick it jumped right up to 150psi.... In a car this would typically mean either bent valves or bad piston rings.... And since is a two stroke that means the valves are out.... This being an atv does this indicate the piston rings are the problem? Cylinder looks good... Haven't messed with it a whole lot just wanted to get some opinions. Thanks a lot
 
If you have to oil the rings to get compression then possibly the rings and/or bore are bad, but if it had been standing for a while the cylinder could have been dry and you got blow by.

Compression test needs to be done, full throttle for as many kicks it takes to pump up as much pressure as it can, between 5 - 10 kicks.
