Blaster Brake Improvement help?

Can anyone help me come up with a cheap but effective solution for improving the brakes on a Yamaha blaster 1999 model as the stock brakes are not up to scratch. Thank you.

Expensive route..... Get Hydros
Cheap route...... EBC Grooved Pads

Cheapest way is to find a 03+ blaster part out-remove the front end swap it on the 99 and take the rear system and swap it on the 99.

Or replace all the cables, shoes, pads on the 99, and adjust everything to spec.
