Another Blaster Won't Start Thread

In my search to be a better shop teacher I decided to tear down a donated blaster and rebuild it. We took it down to the frame and blasted and painted it up. Looks great. I sent the top end out and got it bored over .3 and had the bottom end completely rebuilt (EVERYTHING). I put it together yesterday and it has GREAT compression, but I cannot seem to get her to turn over. Our small engine guy looked at it and cannot find a problem with the engine itself. I am thinking it might be an electrical issue or throttle issue. The throttle itself feels pretty loose. Don't know if that is common or not. So I come to you guys.

Any common problem or things I should look at first?

Any help would be appreciated.
 
are you getting fuel?
are you getting spark?
have you checked the reeds?
did you do a leakdown test on it to ensure that it's sealed up properly?
 
I am getting a spark, but the plug looks dry. I am getting fuel into the carb, from there I am not sure how to test any further. The reeds were replaced in the rebuild with oem parts.

What's a leak down test?
 
Did you mix the gas first? check all the wires that come off the controls. Thumb throttle should not be loose. how many times have you tried kicking it over? Try what the other guys said too, hmmmm
 
Leak down test is to ensure there is no air leaks between the carb to the exhaust side. basiclly you plug the exhaust with the tester in place of the carb, Hand pump 5-7 psi into the motor, if it holds that pressure for a few minutes your golden. If it drops rapidly you need to find a leak. If you run the 2stroke with an air leak you just wasted time rebuilding it.
