1997 Engine problems

Hey, I'm new to the forums but I was told you could help me out.
I have a 1997 blaster that I have been working on for a very long time. It died sometime last summer just cruising down the road and sucked one of the reeds into the crank, I got it all cleaned out and got new reeds and then I had to replace the rings. It is bored .80 over with a wiseco piston with wiseco rings. After replacing just about everything I can think of and bypassing the TORS system, my blaster acts as if its not getting enough fuel or flooding out. I have Not replaced the crank seals yet... Any ideas..? :-/:-/

Like what exactly is it doing?

Was the carb cleaned and float height properly set?
 
I am not 100% sure of the mods done to it, I know its been bored .80 over with a wiseco piston and it currently has brand new boyeson super stock reeds. The carb was freshly rebuilt and properly set.
It acts like it is flooding out and cant develop hardly any power.
 
Float level should 20 to 21.5mm on a stock carby.

you want to turn the carb and hold it on a slight angle to measure the float height, like shown here......

it should just barely be touching the inner needle, not depressing it,

It is possible to check the fuel level by attaching a length of clear plastic tubing to the drain nipple , lifting it up the side of the carby, and cracking the drain screw.

The fuel should show in the pipe to the level of the carb body above the float bowl gasket.

It's not the carb, floats are set properly and the carb was just freshly rebuilt and cleaned. Any other ideas?

Do you have an after market, pipe, air filter, pre mix and is the airbox lid on or off.
 
It does not have an after market pipe, although I do have a DG pipe to put on it, it isn't an aftermarket air filter, and i have tried with the airbox lid on and off, it is pre-mixed 40:1
 
I was told that with the bore being .80 over I should run 40:1, do you think running 32:1 would help?
 
32:1 is fine, I run 25:1 for maximum power and ultimate protection.

Has it been leak tested since the new reeds were installed?
