Never heard of registering the atv with the dmv...the dnr handles OHV's (offroad vehicles), I simply went on the dnr website and registerefd using vin #, got my stickers and everything. This is in Wisconsin, like YamaRider stated it varies by state

If it is running decent and your plug shows good color there is no reason to.

More then likely you are going to have to rejet the carb, the maker of the pipe you put on would be a big help in telling you what size jet to go to
