Anything fits but nothing will bolt right in.
The 4 stroke 400 will be a lil more difficult because of the water cooling.

because the 400 is air cooled and the 400f is water cooled, and the power delivery on them is so much better and usable than the 400 two stroke

This is debatable and depends on what your using it for.
A 400cc 2 stroke is big enough to have more torque then the 400f with a trail pipe if you want to bash the trails.
A 400cc 2 stroke will absolutely kill the 400f if it's tuned for drags.
