Some one from louisiana i need help asap

this guy is selling a blaster on craigs list and it looks bad ass and i want to buy it asap after we finished negotiating the price but he told me he only had a bill of sale?????do they come with tittles cause i got screwed over wiith buying a car with a bill of sale and no title

im not sure if you need a title here unless you go riding in some off road park or sumthin. i know people with quads and dirt bike wit no titles and they have never been bothered about it. i have my title and it also came with like this license plate type sticker with a date tag that expires in 2012. but i really dont know how they enforce these kinds of things down your way they're pretty cool about it up here in north louisiana. oh by the way my blaster is for sellI:I

yea the dmv said you need a bill of sale and a title for proof of owner ship.
and yea 1500 is out my budget i only have 900.00 saved up but if i dont find nothing in the next few weeks i should have some more money to throw on top of it
