Run-away throttle

First post...of many I'm sure.

My son-in-law just got a blaster. It had no spark. The manual said to disconnect the engine control coupler (I think) I did this and it started, but it immediately went to full throttle. I'm sure I can figure this out, but I figured I would ask if anyone has been through this before.
 
Nevermind. Some idiot put a sheet metel screw in the throttle cable housing to stop the throttle from going all the way closed. I guess adjusting the idle screw was SO difficult. Anyway, this little "F"er rocks!

In order to get spark, I had to disconnect the control unit? What is that? Why are there electrical connections on the throttle and carburetor?
