Old timer looking for some help

Been a long time since I've been on and playing with blasters but decided it was time to get anotherone. I picked up a 94.
the issue im having, it's hard to start. It's like it's not getting gas unless I put my hand over the carb and kick it 5 to 6 times to prime it or squirt gas directly in. Once I do that it will start and run ok when warned up. Does seem to not Idoll right it idols low. I did clean the carb and I did put a new plug in it. The person befor me unplug the tors unit and removed the wire in the thumb throttle. And ideas?

make sure the 3 wire TORS brain is unplugged under the hood, although that wouldn't cause the symptoms you have
check the reeds for cracked, chipped or broken petals
you pulled the jets, including the pilot jet, and cleaned them with carb cleaner, small wire poked thru and compressed air ?
good fuel flow to the carb ?
