No spark

First off, it feels good to have another blaster in the garage. I regretted getting rid of the one I had and have tried to get another one for around a year or so and finally succeeded. anyway, i picked this one up the other day and the guy told me it needed a new cdi box. I figured it might have been the tors so I unplugged it. I then looked down and saw that the plug wire was cut and the wires were sticking out of the end of it. Should it still spark with a cut plug wire? I really look forward to getting this thing going
 
the wire is completely hacked off i kicked it over and put my fingers on the wires and didn't feel a thing (I know not smart but I don't have a multimeter handy)
 
If the PO said that it needed a new CDI then there may be no high tension voltage on the plug wire.

There is no way tO test the CDI.
