The view hole to check gear oil levels is fogged up so I cant see what my level is at. If I drain, how much will I need to add to refill and what is the preferred oil to use?

I'm almost certain its a little bit less than a quart. When I drained and refilled mine, I put enough in to where the little sight glass was filled to the top, ran it for a few minutes, and then shut it off. The oil level went down in the sight glass, so I kept repeating this process until the sight glass was to the top after running it for a few minutes.

650 cm3 is what you see on your clutch cover which comes out to be 0.69 of a quart. So if you wanna be precise you can measure it out or just put in a bit less than a quart as stated by triple_b.

Preffered oil is 10 w 30 motor oil , no friction modifiers. Auto trans fluid type F, or a brand oil designed for motorcycles with wet clutches.

Do not put more than 650ml in the box, too much oil will expand with heat, and may leak out all over the motor.

The worst case senario is if the breather becomes full of oil, it may overpressurise and force through a crank oil seal.

Do your sums, just less than a Quart is too much oil, 650ml is just a little over 2/3 of a Quart.

Opinions will vary on that, as long as it doesn't have friction modifiers it will work. Regular car oil usually has friction modifiers, so its best to go with a motorcycle oil approved for wet clutches
