just got 96 blaster, need help with runnung properly

this is what i have. was told previous owner used to race it. has rear wheel spacers, pro circuit platinum pipe, pro circuit 304 stainless silencer. carb looks stock with 32 pilot but it has a 450 main jet, no filter open box. problem is i can't get a good responsive rev. it revs up fine but seems to come down too slow, not instant. also if i put my hand on infront of carb while running i'm getting a light mist of fuel on my fingers. they way they had it set before , the bowl overflow was blocked off. i had a bad ignition coil and got one from a friend for free. at one point carb was flooding but i have that under control. don't know if this help but when i shut fuel off while running as it runs out off gas it runs way faster gradually and i have to cut ignition. what do you think. i'm just learning and trying not to quit.
 
yes buy an airfilter and a 450 main jet? idk if thats right or not my toomey is only a 310 but idk check with pro curicuit for right jet size. and with the idle adjust the idle screw. and i would buy a uni airfilter i have uni filters on both my blasters and they are awesome! good luck fixing your blaster when you get it fixed you will love it and it will be the ride of your life!!
