I can't get it running

Alright so, carb is completely cleaned out. I can get the wheeler to start up sometimes but then it bogs right out. It starts better if I put alittle gas in the cylinder. I'm getting a good spark off the spark plug. It's a 99 blaster, any help?
 
Exhaust clear and free flowing? No mouse nest or crap in there same for the intake between filter and carb? Clean filter? Not too much filter oil .reeds broken or chipped or not sitting flat? Tors system still hooked up?
 
It was running fine and then one day the 2 headlight wires touched, some sparks and then a few minutes later it was bogging out and hasn't run right since. I did take the carb apart and clean it and the Jets were plugged. I checked checked over all wires and they're fine. I know what the ones that aren't hooked up to anything go to. Except one that is black with a white stripe
 
That wire needs to be hooked up it goes to ur kill switch

I have no clue. They don't really stick but fuel drips non stop from the over flow line on the bottom of the bowl, and that screw there is tight
 
The reason that the fuel drips out is because the float is not stopping the fuel flow.

The needle and seat may have varnish on it, or the float level is wrong!
