high idle blaster

I recently rebuilt my blaster. It has a +3mm stroker, fmf fatty pipe, and k and N filter with removed air box lid. I have put a 310 main jet in it and it still idles high with the the air screw all the way in.
Question 1
Does the silver thumb screw on top of the carb still work if the TORS is removed?

I noticed my reed has a small chip at the bottom. Would this cause a High Idle?

The previous owner adjusted the innards of the thumb throttle. Could that be the problem?

Hi, Ya the screw should still work, did you turn the air screw in until you could feel it sit, and turn it 1 1/2 turns out? This should get you close. Then check how tight your throttle cable is. If it is too tight it will idle high. It should have a Small amount of play. Now warm the bike up, THEN adjust the idle... let me know if it helps.
