i think you can order the complete kit, or replacement covers, sounds like you ordered just the replacement covers ?
if these were from rocky mountain ? a call to them will set you straight

yes if you get the kit, you may have just ordered replacment shields.

Just for comparison, my Acerbis guards. Although full plastic, they offer serious roost and rollover protection.
