exhaust flange

So i bought a FMF fatty off a guy on here, gotta make a flange for it. Wondering if i should get a steel tube that fits inside the pipe or outside to weld onto the flange?

i would say inside as it "funnels" air into it instead of trying to get it to seal good to the outside.
