Dim Headlight

My headlight is real dim when turned on either low or high. I tried re-grounding it with no change. I took apart the switch on the handlebar and cleaned the contacts with no luck either. Any advice?
 
The voltage is good from the stator. That was my first guess. Tail light is real bright.
 
check the metal housing on the bottom of the bulb for rust, or corrosion i had a problem with mine and it was the bulbs housing all sh*tted up
 
maybe you could try a better bulb. not sure if the silverstar h4 will work, but it's a great bulb.
 
I figured out that its not the bulb. I wired the plug to a battery and it was bright. But i plugged it into the taillight which worked fine, and again the headlight was dim. I think im not getting the wattage. The taillight is probably working fine because its a lower wattage.

SOOOO...... Would it be the one of the electronic devices? There is one under my hood the says "12V" on it. It has a blue power wire coming from it and a black ground screwed to it.
 
Ya when i got my bike the guys who had it before me screwed it up way bad, and my lights were so dim no matter what i did and i couldn't figure it out. i believe thats the voltage regulator, but i dunno how its supposed to hook onto the lights. so i just tore off the lights they jerry-rigged onto the bike. but my guess is somehow thats supposed to make the headlights bright, i just don't know how it is supposed to be wired up
