how lose should the crank be in the two half of the case i put new bearings in and it just seems a little snug i can still crank it by hand its just a little harder thin i am use to

it should spin if the wind blows slightly :)
sounds something is bound up a little
how did the case halves go together ...smooth ?

No one of the bearings fit really snug on the crank so I had to hit it to get it down it was on the stater side

a hammer should not be needed or used to assemble a bottom end :(
where and how did you hit it ?

IF...any type of persuasion needs to be given to a bearing, it should be with the approproate size tube/socket to only apply force to the race being pressed on/in and hanging up.....
if into the cases the outer race, if onto the crank the inner race.
if you beat on the outer race while putting the inner race onto the crank ?
chance are that bearing is damaged
