Clutch issues

hey guys, i know there is alot out there on this topic but let me try and explain my issue. ive looked at everything and put the clutch together probably 10 times now. i have done it to specs and i still cant get cable tension to engage the clutch. i have done the plates on proper rotation, i have the ball in, tightened to specs. I have a new cable from ProMotion and it to me seems long and with the barrel adjustor i still cant get it tight.

so you have adjusted the pressure plate so that the clutch arm that the cable attaches to lines up with the arrow on the case's
