Clutch cover issues

Just recently did a full engine rebuild, now I'm having an issue with the clutch cover.
If I install it and torque to specs I can't kick start it, kick start won't move at all
If I leave the bolts loose it kicks fine.
If I take the kick start gear out and put the cover on it sits flush with the case. If I put the kick start gear back in and put the cover on it seems like the cover is warped and don't sit flush and I belive its tweeking the shift

I've tried everything I can and no luck.

Any suggestions?

Take the cover off. And check that the tab on the spring on kicker is in the grove in the plastic spring guide.. Probably your problem. Very common. Same symptoms you describe. Just turn plastic guide till the grove in it lines up with tab on the spring. And it will go in alittle farther.
