Choke question

I read the DIY on cleaning your carb. My question is, is the black pull lever on the choke slide suppose to touch the other black part. You know like when you pull it out and then release it it hits thats other black part. Im tryin to describe it as best i can. If it is mines not so any suggestions on why its not.

do u mean when u pull it out is it supposed to stay out till u start it?

that too but when you pull it out and release it is it suppose to hit that other black piece where the nut is to take it out.
