Brand new Blaster owner!

Hey everyone. I just purchased my first ever Blaster. It also happens to be my first two stroke. I have been reading lots of stuff but still have a lot to learn. First off I can not get the blaster running. Should I be mixing oil with the gas? What do the reeds do? How important is the TORS part on top of the carb? I could really use some help. Any thing will help.
