brakes wont work independatly

my front and back brakes only seem to work together. the foot pedal brake feels like it has no spring in it. im pretty puzzled on this one.

sounds like something with the e-brake cable is locked up at the lever, thats the only thing that makes them both work together....the pushbutton on the extra part of the lever

try taking it apart or at least lubricating it to see if it'll free up ?
worse case is eliminate the e-brake and get a shorty cable from ebay, that'll seperate the 2
