alright currently my quad is sitting outside with the carb or and the throttle sleeve just hanging there with the jet needle inside, so how do i get to the jet needle?

look into the bottom of the sleeve. way at the bottom there should be two screws. unscrew both and pull the metal plate out that there holding. you should be able to get the main big spring out then the slide will come off and same with the needle. bee careful, the needle is really fragile and can bend, so don't yank at it if it doesn't budge.

i looked in the sleeve and there are two screws but they are on the inside of the sleeve by the throttle cable

it seems that one of the screw is blocked by a clip that holds the throttle cable is place, is it blocked or is it just me? and if it is blocked can i take it out?

alright i went out and tried, i just cant figure out how to get that clip out. do i just pull it straight up? or do i have to twist it or something?

take one finger and push on the side thats open or a screw driver and use the other one to hold it so that it doesnt fly off and just clip it back into the position u want it in

ahh... its been a while since i've done it. i think it just comes straight up if i remeber correctly. just grab it with a pair of needlenose pliars and pull up on it while compressing the spring with one hand. might be easier if you get someone to help you, the you can just hold the spring up and out of the way and let someone else run the pliars.
