Hi' I'm looking at a 91 blaster, perfect condition fenders and seat, new bars and lights, it drives but has low compression, the guy is asking 300$, worth it or no?
 
Well what could it be that made it have low compression?

usual cause of low compression is rings/piston/bore worn beyond spec limits.
it'll prolly need a top end rebuild for around $200

In the linked thread, I read it to be faulty compression tester. Most of the time, low compression is a tired topend. A topend rebuild will be piston kit, base and head gasket and having the cylinder bored/honed. As long as the cylinder isn't maxed out, you're looking at under $200. Watch out for things like "bored 80 over" when buying. Over boring doesn't really add any power, always over bore the minimum and get all the life you can out of a cylinder. Needing a new sleeve will more than double the cost of a topend rebuild.
