cleaned the carb and it started up but not its reving really high? any ideas

hey i have an 89 blaster and for some reason when i go to turn the gas on the gas just flows right through the overflow tube(not really sure what its called sorry) and im not a mechanic but im pretty sure its not supposed to do this. Now i know this may sound stupid but would a be able to clamp...
