No not running a open air box everything stock

Ok, I had the carb cleaned and put back on after running out the gas. The old plug had some what of a cardboard color on part of the prong. Had a guy tell me today that he thinks my problem is the top end is weak. Does this sound right? Starts on the first or second kick all the time. Rode it...

Have a 2002 Blaster problem is it runs good in every gear unless i i have the throttle wide open then is seems to bog down. i ran the gas ougt today and before it ran out it ran like a raped ape. any ideas? thanks very much
